Job Description

The primary responsibility of this role is to ensure compliance with all necessary state and local business license and tax liabilities required for Pilot’s business activities. This role requires effective collaboration with government agencies, regulatory bodies, and internal stakeholders to facilitate the licensing process. This role also requires audit, review, and supervisory capabilities.

  1. Oversee and manage the entire licensing compliance function for the company including managing direct reports
  2. Update policies and procedures necessary for licensing requirements
  3. Develop and monitor key performance indicators and/or goals for the department
  4. Review applications and sign-off on payment of licenses completed by Specialists (within authorizations established by the Company)
  5. Supervise Licensing Specialists providing guidance and support to ensure timely and accurate completion of licensing task
  6. Assist in resolving escalated issues and follow up with the team on unresolved licensing matters
  7. Coach, train, and develop direct reports, which includes appraising job performance and conducting performance reviews
  8. Monitor state and/or local licensing-related requirements applicable to retail store locations or other company business activities
  9. Complete tax analyses to determine business license and tax liabilities, including gross receipts filings
  10. Collaborate effectively with government agencies, internal stakeholders (including Executive Leadership), and regulatory bodies to gather necessary documents and facilitate the licensing process.
  11. Manage and lead special Licensing projects which includes research, obtaining applicable licenses, and delegation, as necessary
  12. Oversee and manage the monthly closeout process in accordance with all SOX procedures pertaining to licensing and tax payments, review, and documentation
  13. Assist with mediating issues at the store level that could impact licensure and business operations. (e.g. inspections, violations)
  14. Coordinate research and obtain licenses for new applications, new store openings, and economic impact analyses
  15. Serve as liaison for the Licensing Department between internal departments (such as Merchandise, Construction, Real Estate, Company Housing, etc.) in order to maintain regulatory compliance as well as any reporting, as needed
  16. Manage and coordinate with third-party consultants to facilitate property tax payments and audits
  17. Other duties as assigned
Qualifications
  • Bachelor’s degree in related business field preferred, accounting preferred
  • Minimum of 5 years of multi-state general retail licensing experience preferred
  • Experience with managing, developing and coaching direct reports
  • Basic Microsoft Office skills
  • Familiarity with Avalara License Management
  • Familiarity with Infor preferred
  • Familiarity with multi-jurisdiction and Canadian tax and licensing laws
  • Excellent analytical, critical thinking, and organizational skills
  • Strong attention to detail
  • Excellent written and oral communication skills
  • Ability to make decisions and work with minimal supervision
  • Ability to set priorities, multitask, meet deadlines, and resolve problems with a high sense of urgency
  • Ability to work extended hours as needed to meet deadlines
